Template disclosure via unauthenticated informer-backed reads

Incorrect authorization in Argo Workflows 3.7.0 through 3.7.10 and 4.0.0 through 4.0.1 allows remote attackers to read templates. The GetWorkflowTemplate and GetClusterWorkflowTemplate handlers return objects from informer stores using the server service account while performing instance-ID validation but no request authorization. An unauthenticated network client can supply an invalid nonempty bearer token to retrieve template data, including embedded Secret manifests, environment variables, artifact locations, and service-account use.
