Credential disclosure via retained versioned-settings file

Incomplete cleanup in JetBrains TeamCity before 2025.11.3 allows local users to read retained versioned-settings credentials. When an administrator disables versioned settings, TeamCity fails to delete the project's secure/credentials.json file from the TeamCity Data Directory. Exploitation requires high-privilege local filesystem access, and exposure is limited to credentials retained for the affected project.
