Unauthenticated Services Directory disablement via administrative endpoint

Missing authentication in ArcGIS Server 11.1 through 11.5 allows remote attackers to disable the Services Directory interface. An undocumented administrative endpoint accepts a crafted unauthenticated request and changes the setting controlling the web browsing interface. No account or user interaction is required; the effect is limited to that interface and does not interrupt services, API access, or data confidentiality.
