Arbitrary command execution via backup MANIFEST decompressor

OS command injection in Vitess before 22.0.4 and 23.0.0 through 23.0.2 allows remote authenticated users to execute arbitrary commands. During restore, VTTablet and VTBackup accept the external decompressor command from the backup MANIFEST and run it as the Vitess user. Exploitation requires read/write access to backup storage and a subsequent restore, granting access to deployment data and command execution in that environment.
