Contact self-verification via missing permission check

Missing authorization in ZITADEL before 3.4.7 and 4.0.0 through 4.11.0 allows remote authenticated users to self-verify contact data. ChangeUserHuman treats self-management as sufficient permission even when UpdateHumanUser sets an email or phone Verified flag to true. A user account with self-management access can claim contact data it does not control and bypass policies that trust verified email addresses or telephone numbers.
