Administrator-level internal access via unrestricted Action targets

SSRF in Action V2 in ZITADEL 2.59.0 through 4.11.0 allows remote authenticated users to access internal services via target URLs. Action V2 webhook execution accepted administrator-configured target URLs without rejecting localhost or loopback addresses, then issued server-side requests to them. High-privilege access to configure an Action target is required, and schema-constrained responses limit the result to internal network and service discovery or interaction.
