Repository takeover via privileged pull-request workflow execution

Remote code execution in OpenLIT before 1.37.1 allows remote authenticated users to run code in GitHub Actions via a malicious pull request. Affected workflows invoke pull_request_target, check out the fork's head SHA, and then install dependencies or run tests while base-repository secrets and a write token remain available. A GitHub account capable of opening a forked pull request is sufficient to steal exposed secrets, use the GCP service account within its IAM permissions, or take over the repository.
