Runner command execution via raw pull request body

OS command injection in WPGraphQL repository workflows before 2.9.1 allows remote authenticated users to execute runner commands. The Generate release notes step inserts the pull request body directly into a single-quoted shell command after GitHub expression substitution, so shell metacharacters alter the command stream. Execution requires a contributor-controlled pull request from develop to master to be merged by a maintainer; the flaw affects repository automation, not deployed plugins, and exposes workflow credentials to command access.
