EVSE state corruption via unlocked phase switching

A data race in EVerest Core before 2026.02.0 allows attackers to corrupt EVSE state via adjacent-network phase-switch requests. Charger::switch_three_phases_while_charging reads and writes current-state and phase-switch fields without the state_machine_mutex held by the main state-machine loop. Exploitation requires a phase-switch request during charging or waiting to overlap that loop, producing incorrect state transitions, unintended switching timing, or intermittent failures.
