Use-after-free via authorization timer callback race

Use-after-free in EVerest Core before 2026.02.0 allows physically proximate attackers to trigger unsafe memory access through charging events. AuthHandler resets or stops EVSEContext::timeout_timer from multiple event paths while Everest::Timer::timeout writes its callback without synchronization as the timer thread executes it. A high-complexity sequence of plug, unplug, and authorization events is required; the published reproducer reaches an ASAN crash during test teardown, while a production EVSE outcome is undocumented.
