Private commit disclosure via omitted feed scope checks

Incorrect authorization in Gitea 1.26.2 and earlier allows remote authenticated users to read private repository commit data via feeds. RSS and Atom feed handlers accept personal access token authentication but omit checkDownloadTokenScope, so non-repository token scopes pass the user's repository permission check. A valid scoped token, the token owner's read access to the target private repository, and enabled feeds are required; feeds are enabled by default, and exposure is limited to commit history and committer identity data.
