Service interruption via unowned PID termination

Improper process termination in OpenClaw CLI before 2026.2.14 allows local users to interrupt unrelated processes on shared hosts. The CLI runner cleanup helpers enumerate system-wide processes, match command lines, and send SIGKILL without confirming that each PID is a child of the current OpenClaw process. Triggering cleanup requires local low-privileged execution and a matching command line; the bounded consequence is abrupt termination of another user's process.
