Addon configuration disclosure via unscoped API queryset

Missing authorization in Weblate before 5.16.1 allows remote authenticated users to read all add-on configurations through its REST API. AddonViewSet binds Addon.objects.all() as its queryset instead of filtering records to projects the requester is permitted to administer. Anonymous access is also exposed when REQUIRE_LOGIN is disabled; the consequence is disclosure of add-on settings across projects and components.
