Unauthorized post moves via missing destination check

Missing authorization in Discourse before 2025.12.2, 2026.1.1, and 2026.2.0 allows remote authenticated users to move posts into restricted topics. The move_posts action checks can_move_posts? only against the source topic and omits a write-permission check for the chosen destination topic. Trust Level 4 users and category group moderators can cross category write boundaries, including read-only and group-restricted categories.
