Unauthorized promotions via omitted REST permission checks

Missing authorization in Akuity Kargo 1.9.0 through 1.9.2 allows remote authenticated users to trigger unauthorized promotions. Three REST handlers check only Kubernetes patch or create permission and omit the custom promote authorization check enforced by the gRPC API. Exploitation requires the relevant operational permission, and its effects are confined to one Project but can advance rejected artifact revisions into downstream systems.
