Authenticated build disclosure via unchecked Run Parameter

Information disclosure in Jenkins 2.550 and earlier and LTS 2.541.1 and earlier allows remote authenticated users to enumerate builds. RunParameterValue accepts a caller-supplied run ID without resolving the referenced build under the caller's access controls, exposing existence and display-name data. Item/Build and Item/Configure permissions are required, and the disclosed data is limited to job existence, build existence, and an existing build's display name.
