Process crash via malformed MOL2 atom ID

NULL pointer dereference in Open Babel 3.1.1 and earlier allows attackers to crash a parsing process with a crafted MOL2 file. The MOL2 parser accepts an invalid atom ID, lets GetAtom return NULL, and calls OBAtom::SetFormalCharge on that pointer without checking it. The target must open the file through obabel, the OBConversion API, or a language binding; successful triggering terminates the parsing process without reported data disclosure or modification.
