Unauthenticated administrator access via unchecked group updates

Authentication bypass in DevCode OpenSTAManager 2.9.8 and earlier allows remote attackers to obtain administrator access. The directly reachable modules/utenti/actions.php endpoint sets skip_permissions, invokes Permissions::skip(), and accepts crafted POST fields such as idgruppo without verifying identity or authorization. No account or user interaction is required; changing group membership can promote an existing user to administrator or demote and disable accounts.
