Stale sandbox reuse via order-insensitive configuration hashes

Incorrect comparison logic in OpenClaw before 2026.2.15 allows local users to retain stale sandbox container settings. normalizeForHash in src/agents/sandbox/config-hash.ts sorted primitive arrays before hashing, so reordered DNS or bind arrays produced the same sandbox configuration hash. A local user able to change sandbox configuration could prevent container recreation and leave prior order-sensitive Docker settings active.
