Cross-session transcript disclosure via unscoped session tools

Improper session scoping in OpenClaw before 2026.2.15 allows local users to read peer transcripts through session tools. The sessions_list, sessions_history, and sessions_send handlers accepted target session keys without a visibility policy, and Telegram monitor startup ignored an account-level webhookSecret unless an explicit override existed. Transcript exposure requires a shared-agent, multi-user deployment with mutually untrusted peers; the separate webhook condition requires Telegram webhook mode and leaves the configured secret unapplied.
