No vulnerability in admin-only webhook behavior

Libredesk's outbound webhooks let administrators send server-side HTTP requests to chosen URLs as an intended application feature. The webhook module accepts operator-selected destinations because outbound delivery is its documented purpose, and configuring URLs requires a separately assigned admin-only permission. GitHub withdrew the advisory and rejected the CVE after the maintainer clarified that holders of this permission already have full administrative control.
