Authenticated system-count disclosure via missing authorization

Improper authorization in CoCoTeaNet CyreneAdmin 1.0 through 1.3.0 allows remote authenticated users to read system counts. The /api/system/dashboard/getCount handler returns dashboard count data without enforcing the caller's required authorization. A low-privileged account and network access to the backend API are required; published assessments report confidentiality loss only.
