Loss of control via unchecked mode transition

Protection mechanism failure in PX4 Autopilot 1.12.x through 1.15.x allows physically proximate attackers to cause loss of control. Commander::handle_command accepts a transition from Auto/Land to Manual while armed without rerunning Commander::arm or check_if_throttle_low against the raised throttle input. The sequence requires an automatic landing, a switch during the default five-second re-arm window, and a raised throttle; a flyaway or crash depends on vehicle conditions.
