Unauthenticated user deletion via unchecked ID

Improper access control in Rongzhitong Visual Integrated Command and Dispatch Platform 20260206 allows remote attackers to delete user accounts. The User Handler accepts an attacker-supplied ID at /dm/dispatch/user/delete and performs the deletion without enforcing authorization. No authentication or user interaction is required, and successful requests remove the selected account and return a deletion-success response.
