Authenticated cross-user artifact overwrite via unchecked MPU routes

Missing authorization in MLflow before 3.10.0 allows remote authenticated users to overwrite other users' artifacts through MPU endpoints. The server's _is_proxy_artifact_path function omits /mlflow-artifacts/mpu/ prefixes, so POST requests bypass validate_can_update_experiment_artifact_proxy. The server must run with artifact serving and basic authentication enabled; a low-privileged user can replace model content, with code execution occurring only if another user loads the poisoned model.
