Unauthenticated event forgery via fail-open webhook verification

Authentication bypass in OpenClaw 2026.2.13 and earlier allows remote attackers to forge Telnyx events through unsigned webhook requests. TelnyxProvider.verifyWebhook() treats requests as valid when telnyx.publicKey is absent instead of requiring Ed25519 signature verification. Exploitation requires the optional voice-call plugin to be enabled with Telnyx and its webhook reachable over the network, allowing forged events to enter call handling.
