Process hang via nonterminating JPEG extent search

Infinite looping in the ImageMagick JPEG encoder before 7.1.2-15 and 6.9.13-40 allows local users to hang the process. When persistent JPEG writes fail during jpeg:extent encoding, a continue statement prevents the binary-search loop from terminating and leaves the process consuming 100% CPU. A crafted image must reach the local JPEG encoding path, and the availability impact is confined to the invoked ImageMagick process.
