Release deletion disruption via Git option injection

Argument injection in Gogs before 0.14.2 allows remote authenticated users to interrupt release deletion through a crafted Git tag name. DeleteReleaseOfRepoByID passes rel.TagName directly to git tag -d without an end-of-options separator, so a leading hyphen is parsed as an option. The crafted tag must enter the repository through a path not covered by creation-time trimming, such as a Git push or ref update, and another user must initiate its deletion.
