User enumeration via misplaced reset URL validation

User enumeration in Directus before 11.14.1 and @directus/api before 32.2.0 allows remote attackers to confirm user accounts. In UsersService, reset URL validation ran only after getUserByEmail and the 500 ms stall applied to unknown or inactive users, while active users reached an immediate invalid-URL error. Unauthenticated network access to the password-reset endpoint and an invalid reset_url are sufficient; the result is limited to confirming account existence and supporting targeted phishing.
