Unauthenticated file read via prompt-tag validation bypass

Path traversal in MLflow 3.9.0 and earlier allows remote attackers to read arbitrary server files through Model Registry requests. _create_model_version() treats mlflow.prompt.is_prompt as grounds to skip source validation, preserving attacker-selected local paths that get_model_version_artifact_handler() later serves. No authentication or user interaction is required when the Tracking Server is network-reachable, and disclosure is limited to files readable by its process.
