Local data destruction via unchecked LUKS header restore

Missing authorization in Red Hat Enterprise Linux 10 udisks2 allows local users to destroy LUKS metadata through a D-Bus method. The handle_restore_encrypted_header() handler omits udisks_daemon_util_check_authorization_sync(), allowing the root daemon to pass an arbitrary block device to bd_crypto_luks_header_restore(). Any local unprivileged account can overwrite headers and keyslots without interaction, permanently making encrypted volumes inaccessible unless a usable header backup exists.
