Email delivery disruption via unauthenticated webhooks

Improper authentication in Discourse before 2025.12.2, 2026.1.1, and 2026.2.0 allows remote attackers to forge email webhooks. WebhooksController accepts provider callbacks without a valid token when the configured token is blank, while the Mailpace path performs no token validation. Unauthenticated requests can inflate user bounce scores until Discourse disables delivery of legitimate email.
