Remote service crash via unlocked event-queue insertion

Heap corruption in EVerest Core before 2026.02.0 allows remote attackers to crash OCPP 1.6 during concurrent startup events. The powermeter public-key callback inserts into OCPP::event_queue without event_mutex while session and error callbacks concurrently modify the same std::queue-backed container. Exploitation requires OCPP to remain unstarted while those events overlap, and the resulting container corruption interrupts the charging-stack process.
