AMCL crash via unchecked negative cluster index

Heap out-of-bounds write in Open Navigation Nav2 1.3.11 and earlier allows remote attackers to crash AMCL via a crafted initial pose. In pf_cluster_stats(), an extreme /initialpose covariance makes pf_kdtree_get_cluster return -1; release builds discard the assert and write through set->clusters[-1]. The attacker must share the ROS 2 DDS domain; one message stops localization and navigation, while code execution remains unconfirmed.
