Heap disclosure and crash via DICOM over-read

Heap out-of-bounds read in ImageMagick before 7.1.2-15 and 6.9.13-40 allows remote attackers to disclose memory or crash a process. In coders/dcm.c, the DICOM decoder loop uses the wrong bytes-per-iteration count for a specific configuration and reads beyond its heap buffer. Exploitation requires ImageMagick to process a crafted DICOM file under that configuration; consequences are limited to heap-memory exposure in output or termination of the processing process.
