Standard-stream access via omitted fd policy rule

Access-control bypass in ImageMagick before 6.9.13-40 and 7.0.0 through 7.1.2-14 allows local users to read or write standard streams. The shipped policy-secure.xml template denies the '-' path but omits the equivalent fd:* pseudo-filename handler, allowing fd:0 and fd:1 to evade the restriction. Reachability requires use of a shipped secure-policy template and attacker control of a pseudo-filename passed to an ImageMagick operation.
