Restricted file disclosure via unnormalized path policy

Path traversal in ImageMagick 7 before 7.1.2-15 and ImageMagick 6 before 6.9.13-40 allows remote attackers to read local files. The path policy compares a raw, unnormalized filename, while the filesystem resolves traversal segments before opening the target. An unauthenticated workflow that passes attacker-controlled paths to ImageMagick can expose files denied by policy-secure.xml; no write impact is established.
