Cross-team certificate-template deletion via unchecked template ownership

Incorrect authorization in Fleet before 4.80.1 allows remote authenticated users to delete other teams' certificate templates. The batch deletion endpoint authorizes the supplied team identifier but passes template IDs to deletion without confirming that every ID belongs to that team. Team-administrator access within the same Fleet instance is required, and deletion can interrupt device enrollment, Wi-Fi, VPN, or other certificate-dependent workflows without exposing data or control-plane access.
