Cross-project chart modification via unchecked chart ownership

Improper access control in Chartbrew before 4.8.1 allows remote authenticated users to modify or delete charts across projects. The ChartRoute.js checkPermissions middleware authorizes the supplied project_id without verifying that the requested chart_id belongs to that project. A valid token and access to any project are sufficient to reach update or delete routes for a chart in another project.
