Policy-tier bypass via OpenFlow priority overflow

Integer overflow in Antrea before 2.3.2 and 2.4.0 through 2.4.2 allows remote authenticated users to override policy tiers. The priorityAssigner.initialOFPriority logic performs tier, policy and rule offset arithmetic in uint16, wrapping calculated OpenFlow priorities and reversing intended rule order. Exploitation requires many Antrea NetworkPolicies with varied priorities; upstream-only Kubernetes NetworkPolicy deployments are unaffected, while affected clusters can allow denied traffic or block allowed traffic.
