Remote memory exhaustion via unbounded stream gaps

Resource exhaustion in Quinn 0.1.0 through 0.11.14 allows remote attackers to exhaust memory through gapped QUIC stream fragments. The quinn-proto Assembler retains more than 1,024 noncontiguous chunks after defragmentation because affected releases impose no chunk-count limit. Any network peer that can send QUIC stream data to an application performing ordered RecvStream reads can grow receiver memory until the process or host loses availability.
