Cross-vhost message access via unchecked shovel permissions

Incorrect authorization in CloudAMQP LavinMQ before 2.6.8 allows remote authenticated users to read or publish messages across vhosts. The definitions and shovel-parameter controllers accepted Policymaker-tagged requests without validating read, write, and configure permissions for shovel source and destination resources. Exploitation requires a Policymaker-tagged account and grants access only through attacker-created shovels, not unauthenticated broker access.
