Private organization disclosure via skipped token filtering

Missing authorization in Gitea 1.26.1 and earlier allows remote authenticated users to enumerate their private organizations via the API. The /api/v1/user/orgs route omits checkTokenPublicOnly, while the shared switch evaluates only the first matching scope category and skips the user visibility check. A valid public-only API token and membership in a private or limited-visibility organization are required; the response reveals organization records outside the token's declared scope.
