Local privilege escalation in Siemens SINEC NMS before V4.0 SP2 allows local users to execute arbitrary code with administrative privileges. Its OpenSSL configuration loads a configuration file from an unsecured location, allowing a low-privileged user to redirect DLL loading. Exploitation requires prior low-privileged code execution on the Windows host and can elevate code into a target user or LOCAL SERVICE context.
