Authenticated arbitrary-user password reset via authorization bypass

Authorization bypass in Siemens SINEC NMS before V4.0 SP3 allows remote authenticated users to reset any user's password. The HTTPS web service fails to verify that a logged-in requester is authorized to target the account named in a password-reset request. Any authenticated account can therefore change another account's password and obtain that account's access, while no unauthenticated path is reported.
