Administrative credential recovery via hard-coded decryption secret

Use of a hard-coded secret in TRAC d.o.o. PDBM 1.0.0.0 allows local users with high privileges to recover an administrative password. PDBM.exe embeds a constant cryptographic secret that its decryption routine applies to credentials stored in the configuration file. Extraction requires high-privilege local access; the recovered password authenticates to the configured administrative account and grants full management access.
