Service disruption via uncaught cookie parsing exception

Denial of service in Emmett-Core before 1.3.11 allows remote attackers to disrupt request processing via malformed Cookie headers. Request.cookies passes each untrusted Cookie segment to SimpleCookie.load without catching CookieError, so an illegal key propagates as an HTTP 500 error. No authentication or user interaction is required, and repeated malformed requests degrade normal service processing.
