Cross-collection preference disclosure and deletion via ID collisions

IDOR in Payload before 3.74.0 allows remote authenticated users to read and delete other auth collections' preferences. The payload-preferences access rule identifies an owner only by numeric user ID, without also binding the ID to its auth collection, so colliding serial IDs authorize cross-collection records. Exploitation requires multiple auth collections, Postgres or SQLite serial IDs, and equal numeric IDs across collections; MongoDB, UUID IDs, and single-auth deployments are unaffected.
