Authenticated platform takeover via exposed JWT signing key

Missing authorization in Devtron 2.0.0 and earlier allows remote authenticated users to read the global API token signing key. GetAttributesByKey in AttributesRestHandlder.go passes the apiTokenSecret key to GetByKey and returns its database value without blocking internal-only attributes. Any authenticated account, including a low-privileged developer, can forge arbitrary-user JWTs and gain super-administrator control of Devtron.
