Administrator privilege escalation via unencoded shipping-zone fields

Stored XSS in Craft Commerce 4.0.0-RC1 through 4.10.0 and 5.0.0 through 5.5.1 allows remote authenticated users to run JavaScript. ShippingZonesController::actionIndex translates stored zone names and descriptions and returns them to the control-panel table without HTML encoding. Exploitation requires control-panel, Commerce, store-settings, and shipping-management permissions; an administrator who views the page can have account permissions changed during an elevated session.
